Invitation to Bid Cardiac Monitor/Defibrillator

City of Helena, Alabama


The City of Helena, Alabama will be accepting Sealed Bids for one (1) cardiac monitor/defibrillators.


Specifications may be obtained from the City Clerk’s office at Helena City Hall, 816 Hwy 52 East, Helena, Alabama.


Bids must be submitted in a sealed envelope marked “Cardiac Monitor/Defibrillator for Helena Fire Department-Bid Opening December 7, 2016 at 10:00 A.M.” and should be addressed to City of Helena PO Box 262 Helena, Alabama 35080, Attention Amanda Traywick City Clerk.  Bids may be hand delivered to Helena City Hall at 816 Hwy 52 East Helena, Alabama 35080.


Bids will be opened and recorded by the City Clerk on the 7th day of December 2016 at 10:00 A.M. The City of Helena reserves the right to refuse any and all bids.

The attached specifications are being provided to potential bidders as guidelines, which describe the type of equipment the City of Helena Fire Department is seeking to purchase. The bidder must indicate compliance or list exceptions to each specific item for consideration. Failure to comply with this provision could be cause for rejection of the bid.   No bidder shall take total exception to these specifications and have their bid considered for review.

It will be assumed that all bids are based upon the specifications unless the bidder stipulates to the contrary on the proposal form; in which case, the bidder having items, which do not meet specifications, may offer the same on an optional basis.

All bids shall be typewritten or printed in ink. Bids prepared in pencil will not be accepted. Bids shall be submitted on the Bid Proposal Form attached. An authorized agent of the company submitting a bid must sign the bid. Any bids submitted without being signed will be rejected.

Prices quoted shall be delivered and include three in service dates. The City of Helena is exempt from state and federal taxes. The city will assume no transportation or handling charges other than specified in this bid.

The City of Helena reserves the right to alter or change specifications and to reject and or all bids received or waiver any informality in the bidding process.


Withdrawal of Bids

At any time up to the hour and dates set for the opening of the bids as indicated above, a bidder may withdraw his/her bid. Such withdrawal must be in writing and sent to the mailing address listed above or the withdrawal may be delivered in person to the Helena City Hall and the address listed above. Such withdrawal shall be effective only upon receipt by the City of Helena and will not preclude the submission of another bid by such bidder prior to the hour and date set for the opening of bids. After the scheduled time for opening of bids, no bidder will be permitted to withdraw his/her bid, and each bidder hereby agrees that his/her bid shall remain firm until accepted or rejected.

Clarification of Instructions

Should a perspective bidder find a discrepancy in, or omission in, any of this instructions or required specifications, or should be in doubt as to the meaning of any term contained therein, he/she shall notify the City of Helena in writing who will then clarify any discrepancies by sending written clarification to all bidders. The envelope containing written request for clarification should be clearly marked with the word “Clarification” along with the bid name and sent via mail to the address listed above or hand delivered to the Helena City Hall at the address listed above.
