Final Public Notice: FEMA Amphitheater Park

FINAL PUBLIC NOTICE

The City of Helena has applied for Federal Emergency Management Agency (FEMA) funding through the
Alabama Emergency Management Agency (AEMA), as an Applicant.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible
alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive
Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives to and to provide a public notice of
any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the
opportunity for public participation in the planning process and to consider potential impacts to minority and lowincome populations. This notice may also fulfill requirements under Section 106 of the National Historic
Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and
local laws, regulations, floodplain standards, permit requirements and conditions.

DesignPlace Helena – Report

Helena is fortunate to partner with DesignAlabama to bring in six professional designers to Helena to reimage areas within the city. The 36 page report displays designs, ideas, and recommendations of what could be done within three locations.

The ideas represented in the following report are those of a design team brought together to work for three days in a charrette process for the City of Helena. The ideas found in this report are based on observations of the community, significant public participation, and insights the community shared with the team about Helena. The process has informed our thoughts about Helena, and this report represents our best professional recommendations on how to create and enhance spaces throughout the community. We look forward to seeing all the exciting things that come from our time in Helena.

Disclaimer: The location designs are ideas only presented by the design team and in no way dictates a direction the city would move forward with in the future.

URGENT: Discontinuation of Debris Service

To the Residents of Helena:

On September 26, 2022 the Helena City Council voted, at a regularly scheduled meeting, to discontinue the city offered subscription based yard debris service effective October 28, 2022. Trash and recycling will remain with Republic Services with no changes or interruptions.

Over the last four months, multiple solutions were presented to the councilmembers to save this service, but none were able to garner enough for a majority vote approval. With all solutions being voted down, there were no other options but to discontinue the service with the vote on September 26th.

The city knows and understands the additional burden this will have on the roughly 2,000 households that utilize this service. All routes will continue to run through the week ending October 28th. Current customers will no longer see the $7.00 charge reflected on their utility bill for the month of November.

All businesses operating within the city will be required to have a business license with residents being responsible to validate such. We encourage residents who will begin using private companies for debris removal to do research to make sure you are using a reputable company by the Better Business Bureau.

For any questions about the discontinuation of service please contact your council representative.
